The amendment seeks to reinstate regulations on abortion facilities, restore informed consent and parental consent for minors, limit taxpayer funding for abortion, prohibit fetal organ harvesting, and ban transgender procedures for minors, while not banning abortion in cases of rape, incest, emergencies, or fetal anomalies.
